The time when Nilde Iotti became the president of the Chamber
A woman as the president of the Italians as an absolute project is not a balanced action. At least it is no longer a so proper idea, I would like to say to the movement battling fort this idea led led by the writer Dacia Maraini. Let’s add that it always interesting to stir up such ideas, but having a frontal battle about with them risks being counterproductive. Yes, of course, it is useful and appropriate to note that there has never been an opportunity like this. But why invoke a woman at all costs at the Quirinale palace, in 2022? In addition, it is worth to stress that it would be always time for a woman president, beyond certain bias ruled in the past. But reporting them now is like a shot in the foot. That prestigious figure that was Nilde Iotti succeeded in breaking the ice in this affair by becoming only the president of the Chamber.
A paradoxical overturned bias
And it was a great conquest, anyway, as recently testified by Peter Marcias’s film entitled “Nilde Iotti, the time of women”. When, in the second half of the Seventies people mobilized on the streets for feminism, a great contribution was given to the civil growth of the nation. But invoking, in 2022, the pink quota as an absolute at all costs principle is bound to be a paradoxical overturned bias), and also it could even be a risk that just backwardness and forcing would be denounced.
No colors for Angela Merkel or Margaret Thatcher
Neither Merkel nor Thatcher have been, in a foreground international terrain, the leaders of their countries because they were impregnated with women’s quota. They were high-profile and energetic figures. That’s all. For the current Italian election, a victory by virtue of the pink quota would, moreover, give rise to a smile on “Italetta” (little Italy) in England and in Germany, and beyond.
A colorless name in foreground
Instead, a real mobilization from below (I mean: outside the powerful buildings) and from above (acted by a cultural level) would be the following this: we want this woman because she is a figure (or among the figures) of high prestige, of recognized specific qualities, of strong temperament, of great equilibrium. And only now you could add: and finally a woman! But starting from the genre, it is not a good principle. Rather, let these values be loudly stated. Let’s compare them with those of the opposite gender that perhaps you know more about, and often even in a negative sense.
I do not propose names to purposely stick to the general theme. But Let’s put aside the pink flag and spread of a precise real name, surname and the relevant quality and pertinent merits that would likely be be even higher than those of the men rumors are push. Between a “word” (the name, especially if not popular one ) and the “thing” there can be a gap: not only thinking of of “the big voters” (which represent Italian regions), but also thinking of the people who do not vote at all, but who are the recipients of cultural growth, in general. There are two troubles to avoid: the inadequate men tide political compromises and inadequate women supported by a mere political dyed ping ploy.
A tripled or duplicated Mario Draghi
Then, according to daily rumors, there is the silencer-name. You utter it, and there is silence around you, be it due to respect or just to patient behavior. We refer to the PM Mario Draghi. He if not three in one (trino), should be at least two in one (bino). Furthermore, he can rightly and freely cultivate his desires, if not aspirations And it is quite probable that for Draghi to go to the Quirinale presidency palace, the current opportunity is bound not to be the first, but just the unique one. Everybody appreciated his availability to act as a “good grandfather “at the service of the institutions”. But maybe there is some unspoken. Passing to the Quirinale as a “bino” implies that he can trust in an alter ego a a prime minister at Palazzo Chigi, that is, in the place where the policy is made.
A possible indirect presidentialist experience
Such situation could allow to keep two thing going at the same time: Draghi could try to start a kind of un indirect presidentialism but avoiding tears with the head of the government. On a personal level, to him to go on as a PM would be a sacrifice. And this also because of possible political upheaval inside the government whose honorable till now have been docile towards his ideas in realizing policy. Regarding this last point, the president of the Italians, Sergio Mattarella could offer appropriate guarantees (he recently got a big round of applause from the audience at La Scala Theatre); he is absolutely recognized as a very balanced figure very sensitive to the calls of the nation. Just an extension of two years followed by new political elections.
The possible sacrifice of the president Sergio Mattarella
If the ruling president Sergio Mattarella prolonged his presidency, there would be a climate of widespread “universal” trust and the fear that Draghi could risk later to miss the chance to become the president of the Italian Republic would be lowered. And this within a short time.
As far as the right political parties are concerned, it seems that they are concentrated on the candidacy of the former PM Silvio Berlusconi, and consequently could dismantle the aforementioned perspectives.
But I’d like to add another thought about the pink quota movement led by the writer Dacia Maraini. The “unified” right parties, if their Berlusconi project should appear as a very difficult one, could embrace this idea of the pink quota as a last time strategy.

Al Quirinale un inquilino tinto di rosa
Una donna al Quirinale per partito preso non è un’azione equilibrata. Non lo è più, vorrei dire alla squadra capitanata da Dacia Maraini. Per carità, è sempre interessante agitare simili idee, ma farne una battaglia frontale rischia di risultare controproducente. Sì, certo, utile e opportuno rilevare che non c’è mai stata questa opportunità. Ma perché invocare a tutti i costi una donna al Quirinale, nel 2022? Anche perché è sempre tempo per una donna presidente, al di là di taluni preconcetti nel passato. Ma denunciarli adesso è come una zappa sui piedi.
Quella prestigiosa figura che fu Nilde Iotti riuscì a rompere il ghiaccio limitatamente alla presidenza della Camera. E fu comunque un grande momento. Lo testimonia il recente film di Peter Marcias intitolato “Nilde Iotti, il tempo delle donne”. Quando per le strade ci si mobilitava per il femminismo, nella seconda parte degli anni Settanta, si diede un grande contributo alla crescita civile della nazione. Ma che nel 2022 si invochi la quota rosa per principio, per partito preso, e verrebbe da dire – paradossalmente – per “preconcetto” rovesciato, allora c’è il rischio che si denunci arretratezza e forzatura.
Nessuna tinta rosa per Angela Merkel o Margaret Thatcher
Né la Merkel né la Thatcher sono state alla guida mondiale dei loro Paesi perché impregnate di quota rosa. Sono state figure di alto profilo e di grande energia. Punto. Una vittoria per virtù di quota rosa farebbe peraltro nascere il sorrisino sull’Italietta in Inghilterra e in Germania, e non solo.
Qualità e valore al Quirinale
Una vera mobilitazione dal basso (intendo: fuori dal palazzo) e dall’alto (sul piano culturale) sarebbe questa: vogliamo Tizia perché è figura (o tra le figure) di alto prestigio, di riconosciute qualità specifiche, di forte temperamento, di grande equilibrio. E semmai si aggiunga: e finalmente una donna! Ma partire dal genere, no. Piuttosto, si enuncino a gran voce questi valori. Li si mettano a confronto con quelli di genere opposto di cui magari si sa di più, e spesso anche in negativo. Non faccio proposte di nomi per restare di proposito sul tema generale.
Ma si metta da parte la bandiera rosa e si diffondano nome cognome e qualità e meriti pertinenti che saranno (cosa ben possibile) più alti rispetto a quelli degli uomini chiacchierati, o comunque non inferiori. Tra la “parola” (il nome, specie se non popolare) e la “cosa” può esserci un gap: non solo agli occhi dei grandi elettori, ma anche della gente che non vota ma che è destinataria della crescita culturale. I guai da evitare sono: uomini inadeguati frutto di compromessi politici e donne inadeguate frutto di mero escamotage politico tinto di rosa.
Mario Draghi, bino e trino
Poi, come sentiamo tutti i giorni, c’è il nome-silenziatore. Tu lo proferisci, e intorno si fa il silenzio, sia esso dovuto al rispetto o alla pazienza. Ma Draghi, se non trino, dovrebbe essere almeno bino. Inoltre, ha tutto il diritto di coltivare i propri desideri, se non aspirazioni. Ed è ben probabile che per Draghi al Quirinale non si ripresenti un’altra opportunità come questa. Benissimo circa la sua disponibilità ad essere comunque un buon nonno “al servizio delle istituzioni”. Ma forse c’è qualche non detto. Al Quirinale da “bino”, sì, a patto però che possa confidare in un alter ego a palazzo Chigi, cioè nel luogo dove si fa la policy. E allora magari un colpo al cerchio e uno alla botte: qualche piccola spinta verso un certo presidenzialismo indiretto ma senza strappi col capo del governo. Sul piano personale, il sacrificio per lui sarebbe restare dov’è. Questo sia per quanto già rilevato sia per qualche timore di sommovimenti politici.
Il possibile sacrificio di Sergio Mattarella
Circa quest’ultimo rilievo, il presidente degli Italiani, Sergio Mattarella (significativo il grande applauso tributatogli al Teatro alla Scala), figura equilibratissima e anche sensibile ai richiami della nazione, potrebbe offrire opportune garanzie. E poi, certamente, giungerà il tempo delle elezioni politiche. Ma intanto, con la prolungata presenza di Mattarella al Quirinale si avrebbe un clima di diffusa “universale” fiducia e si abbasserebbe il timore che a Draghi sfugga di mano il Quirinale. Tutto questo senza tirare troppo la corda con Mattarella. E sempre che la destra “unificata”, che pare concentrata sulla candidatura di Berlusconi e, conseguentemente, sulle elezioni politiche, non riesca a smontare simili prospettive. Quanto alla quota rosa e al fatto che chi scrive la consideri poco interessante, se non impropria, aggiungo un’altra riflessione. La destra “unificata”, se dovesse rendersi conto che la candidatura di Berlusconi risulti assai ardua, potrebbe usare la strategia di far sua l’idea della quota rosa.
