Biden and Putin, a restoration meeting? – All’insegna dell’antica diplomazia

In the magnificent Villa La Grange, in Geneva, which hosts the US – Russia summit, a glacial atmosphere crop up from the  protagonists’ faces. Only smiles at the request of the photographers and distancing beyond the protective measures anti-covid. Predictions figure out Joe Biden attacking the recent anti-democratic Russian laws, and denied civil rights. A few months ago in front of the cameras, the American president named his Russian counterpart a killer: expecting cordiality from the first minute would have been a bit too much. Before the start Vladimir Putin warned everyone that NATO must not set foot – and missiles – in Ukraine. As for Crimea, he could have reminded Biden – and the EU – that Kosovo was snatched from Serbia, an ally of Moscow, bombing Belgrade, not to mention the failed assault on Syria, another ally of Russia. Always. As stated by the German Chancellor Helmut Kohl, international politics is not particularly run by the saints.

But diplomacy is useful to avoid conflicts, so we must first of all talk about what we can agree on: the climate problem, the fight against the pandemic, the end of the cyberg wars. The list is not long and in that head-to-head hour that opens the topics are various. Observers know beforehand that there will be more than just sparks. And indeed so it is. Putin and Biden agree on the return of their ambassadors, new military treaties to limit nuclear weapons, no new cold war and even trade agreements are possible. In the following three hours, conciliatory modes characterize the face-to-face meeting. There is no mention of Navalny and China, but when journalists ask the Russian leader to account for the violations of human rights in Russia, Vladimir attacks: are human rights observed in the secret CIA prisons around the world or in Guantanamo? Are not the daily violence and murders made in the USA to be included in the responsibilities of the Washington government which does not face them properly?

According to this summit, can some hypotheses be made on the guidelines of the US President’s foreign policy? Yes, but partially. Both leaders’s statements that they do not want another cold war say more than what say word’s surface. Biden will be engaged in a tough and dangerous comparison with China over the next few years. In this perspective, ensuring Moscow’s neutrality will be fundamental. How? Probably economic concessions, the assurance that NATO will not enter Ukraine, and even the limitation of the influence’s spheres at the global level. If so, it would be a “restorative” foreign policy recalling the past. Beijing was the real stone guest of the summit. It is unthinkable that it has not been talked about, even if there is mention in the official press releases. The other guest of stone is the European Union which, at the moment, is an international suffering actor far from orientating the planetary geopolitical axis.

No joint release has been foreseen, each will make their own statements at the end. The meeting  has been held in a  neutral ground, in Switzerland, on purpose. Europe cannot even be a guest at the meeting, that is, outside the diplomatic language, it just will listen to what is decided without a chance to participate in the discussion.

Nobody expects big news. The US does not want contiguity between the EU and Moscow, beyond what is strictly necessary, and the Russians are forced to look to the East, towards China.


All’insegna dell’antica diplomazia

Malgrado le recenti tensioni fra Usa e Russia, il vertice sembra avere orientato le due superpotenze a una reale cooperazione su vari ambiti.

Nella magnifica villa La Grange, che a Ginevra ospita il vertice Usa – Russia, l’atmosfera glaciale è stampata sui volti dei protagonisti. Sorrisi solo a richiesta dei fotografi e distanziamento al di là delle misure protettive anticovid. I pronostici danno Joe Biden all’attacco sulle recenti leggi antidemocratiche emanate da Mosca, sull’Ucraina e i diritti civili negati. Il presidente americano qualche mese fa davanti alle telecamere aveva dato del killer all’omologo russo: aspettarsi cordialità dal primo minuto sarebbe stato un po’ troppo. Vladimir Putin ha giocato d’anticipo avvertendo tutti prima dell’inizio che la NATO non deve mettere piede – e missili – in Ucraina. E, quanto alla Crimea, avrebbe potuto ricordare a Biden – e alla UE – che il Kosovo è stato strappato alla Serbia, alleata di Mosca, con i bombardamenti su Belgrado, per non parlare poi dell’assalto fallito alla Siria, altro alleato della Russia da sempre. Eh sì, come diceva il cancelliere tedesco Helmut Kohl, la politica internazionale non è particolarmente frequentata dai santi.

Ma la diplomazia serve a evitare i conflitti, quindi bisogna prima di tutto parlare di ciò su cui si può andare d’accordo: problema climatico, lotta alla pandemia, fine delle cyberguerre. L’elenco non è lungo e in quell’ora di testa a testa che apre i giochi di tempo ce n’è abbastanza. Ma gli osservatori sanno già da prima che non ci saranno solo  scintille. E infatti così è. Putin e Biden si accordano per il ritorno dei rispettivi ambasciatori, nuovi trattati militari per limitare gli armamenti nucleari, nessuna nuova guerra fredda e perfino possibili accordi commerciali. Toni conciliatori e irrigidimenti si alternano nelle tre ore successive in cui si fronteggiano le due delegazioni. Non si parla di Navalny e della Cina, ma quando i giornalisti chiedono conto al leader russo delle violazioni dei diritti umani in Russia, Vladimir contrattacca. Nelle prigioni segrete della Cia sparse nel mondo o a Guantanamo sono rispettati i diritti umani? Le violenze quotidiane e gli omicidi made in Usa non sono da includere nelle responsabilità governative di Washington che non le fronteggia adeguatamente?

A partire da questo vertice si può fare qualche ipotesi sulle linee guida della politica estera del Presidente Usa? Parzialmente sì. La dichiarazione di ambedue i leader di non volere un’altra guerra fredda dice di più del significato letterale delle parole. Biden nei prossimi anni sarà impegnato in un duro e pericoloso confronto con la Cina. È evidente che in questa prospettiva assicurarsi la neutralità di Mosca sarà fondamentale. Come? Probabilmente concessioni economiche, l’assicurazione che la Nato non entrerà in Ucraina, e perfino definizione di sfere di influenza a livello planetario. Se così fosse si tratterebbe di una politica estera «restauratrice» di tempi passati. Pechino è stato il vero convitato di pietra del vertice. È impensabile che non se ne sia parlato, anche se nei comunicati ufficiali non ce n’è traccia. L’altro convitato di pietra è l’Unione europea, ma in questo caso si tratta per il momento di un attore internazionale che subisce e non orienta in alcun modo l’asse geopolitico planetario.

Non è stato previsto alcun comunicato congiunto, ciascuno farà le proprie dichiarazioni alla fine. Si gioca in campo neutro, in Svizzera, e non è senza significato. L’Europa non può fare neanche da ospite all’incontro, e cioè, fuori dal linguaggio diplomatico, starà a sentire che cosa si decide senza poter partecipare alla discussione.

Nessuno si aspetta grandi novità. Gli Usa non vogliono contiguità fra Eu e Mosca, al di là dello stretto necessario e i russi sono costretti a guardare a Oriente verso la Cina.
